Under the infl uence of digital technology and information technology, China's media landscape has undergone tremendous changes. In particular, TV series broadcast platforms have begun to diversify. New TV series broadcast platforms include digital pay TV, Internet TV, smartphone TV, mobile TV and other new media. In recent years, “from analog to digital” has caused changes in various aspects of the TV series industry chain. At the same time, the support of country's “three-network integration” policy has brought huge development opportunities to the TV series industry, and its production, trading and profi t models have also been adjusted accordingly. The traditional TV series industry chain is gradually restructuring. According to data from the State Administration of Radio and Television, the total revenue of the national radio and television service industry in 2018 was RMB 695.214 billion yuan, an increase of RMB 88.193 billion yuan over 2017 (RMB 607.021 billion yuan), an increase of 14.53% year-on-year. As one of the mainstream media, the television industry has received the same attention in the country as the film industry. Relevant departments in China have also formulated a series of laws,regulations and policies such as Provisions on the Administration of Production and Operation of Radio and Television Programs(Order No.3 of the State Administration of Press, Publication, Radio, Film and Television) amended by the former State Administration of Press, Publication, Radio, Film and Television on August 28, 2015, which came into force at the same time,Provisions on the Administration of Contents of TV series(Order No. 8 of the State Administration of Press, Publication, Radio, Film and Television) amended by the former State Administration of Press, Publication, Radio, Film and Television on May 4, 2016, which came into force at the same time,Measures for the Administration of Radio and Televi sion Video-on-Demand Services(Order No.3 of the State Administration of Press, Publication, Radio, Film and Television) amended by the former State Administration of Press, Publication, Radio, Film and Television on August 28,2015,which came into force at the same time,Provisions on the Administration of Import and Broadcasting of Overseas TV Programs (Order No. 42 of the State Administration of Radio, Film and Television) issued by the former State Administration of Radio, Film and Television on September 23,2004,which came into force on October 23,2004,Provisions on the Administration of Sino-foreign Cooperation in the Production of TV series(Order No.41 of the State Administration of Radio,Film and Television) issued by the former State Administration of Radio, Film and Television on September 21, 2004, which took eff ect on October 21, 2014, etc.
Relevant laws and regulations of the Chinese television industry mainly regulate the establishment of radio and television program production and operating entities, the production and the trading of copyrights of radio and television programs (including television dramas, cartoons, variety shows, radio dramas, special features, columns, etc.), and agency transactions.
